I got one of these under each door...This normal ?

The Rust needs to be sanded/grinded off. You can then put primer over it to keep it from rusting again untill you can get it painted. If you have to actualy cut thru it, i'd reccomend using a layre of fiberglass to fill in the back side, then body-filler to bring it to the top. Sand smooth and prime.
I cannot tell from the pic if the fender is off or not. More pics. Or check the alignment with the door, and the windshield arm. if it lines up than it's fine, if not than it belongs in that hole. You should have 3 bolts holding your fender to your frame under the hood right there.
