hi there guys,

When my celica is turned on from cold, the accelerator peddle seems to be blocked/stuck. I am not able to gentley press it. I have to push it hard with my foot and then the acceleration peddle becomes smooth.

Does anyone know what the problem could be? Is it a throttle pump?

This is why the others were so thorough above - now follow their directions. Damn I would have been willing to bet it was that.
One thing you can do to isolate the cable as being the issue is to turn the throttle fully open by hand [The big wheel thing again] and have someone else hold it open while you go in the car and gently/slowly push in the pedal and let it out. If it feels notchy still there is something wrong with your cable. If not it's probably not the cable.
OH BTW - This should be done with the car off.
