Was going to do a DIY on the valve gasket. and was needing specs, torque and where to apply rtv on a 5sfe

You DO need to apply the RTV. There are many threads about people not using it only to discover it leaks after installation.

Room Temperature Vulcanizing (RTV) sealant (over the counter)
Formed-In-Place Gasket (FIPG) Liquid Sealant ( Toyota sells)
