HELLLPPP, bumper fitting Options

so i need help desperatly. i just bought a fiberglass c-1 front bumper and im having problems

1. i cut out the headlight holes so it would fit my headlights
2. now when i put it on the bumper cover does not seem to fit on the steel bumper its like i need to take the steel bumper out to make it fit.
3. and even if i get it to fit my mounts on the top were the front of the hood fits to. it will sit back wayy to far. the hood wont fit in the spot it will cover over the bumper.



what else do i have to do. the body shops cant seem to grasp it so im asking the real pros on here. we all k=now and work with these celicas what needs to happen?
