if you build a dual atom with ion you will have the power for flash and the sleep wattage of only 5w so you never have to hibernate, also you can set win 7 to wake from touching the screen >5 seconds to wake from sleep, hell the low power consumption of a dual atom is so low you can just leave the computer on over night and your battery will still start the car. total system wattage using an ssd will be under 40w in use 18w standby 5w sleep. main reason for building a carpc for me is i deliver pizza so i want to run excel to fill out my tip sheets without having to remember to bring my laptop. excel is also great for my mileage report and tracking vehicle expenses.

you need to lose the inverter powering the pc and run a dc to dc power supply, waaaaaaayyyy more efficient i've seen them as high as 200w so as long as your not running a gaming rig in your car it should be more then enough for your pc. my atom build will have a 60w dc to dc power supply. also most dc to dc power supplies have intelligent power sense and will shut down the pc to prevent deep discharge at a certain voltage you set it for.
