so a few days ago i went to hook up my new hid bulbs to my fogs, it did not work, at all, i had the black wire running to what i am assuming is the ground under the tensioner and all that and the blue going to the stock power location for the fogs, can anyone help me out?\

did u check ur output and input voltages with ur multimeter yet? this is the easiest way to troubleshoot ur problem.
if ur input V is wrong then its ur power supply
output V is wrong its ur ballast
it both those are good ur bulb is no good

@96st:Where did you buy your bulbs from?

On EBay, I've had to run through a few sets of bulbs but a seller named xhidoutlet located in North Carolina sells the best replacement HID bulbs you can find. No flickering and for 15.99 shipped you can't beat 'em. Plus, the bulbs actually last - so do their ballasts when they have them in stock. I had one moving around in my engine bay for months and it just went on me last month. I pulled it out and it was scarred to all hell, really took a beating. If it ends up being your bulb, buy from those guys, they've got a quality service going on.
