if you remove the stock shifter and cut the bottom rod and weld in a spacer to the rod and compensate for the extension on the plastic seat the shifter sits in will it function just like a short shifter?

Yes, it really is that easy. If you've never seen the bushings, the job seems daunting. But once you've located exactly where the shift cables attach to the transmission and you've seen how simply it's all put together, you'll realize you really have nothing to worry about. Pull a tiny pin, remove the old rubber bushing (assuming it doesn't fall out on its own due to age,) put the new bushing in, reattach the shift cable, put the pin back in. Done. The hardest part about the whole job is remembering where you put the tiny pins.
