if you remove the stock shifter and cut the bottom rod and weld in a spacer to the rod and compensate for the extension on the plastic seat the shifter sits in will it function just like a short shifter?

Yes, it really is that easy. If you've never seen the bushings, the job seems daunting. But once you've located exactly where the shift cables attach to the transmission and you've seen how simply it's all put together, you'll realize you really have nothing to worry about. Pull a tiny pin, remove the old rubber bushing (assuming it doesn't fall out on its own due to age,) put the new bushing in, reattach the shift cable, put the pin back in. Done. The hardest part about the whole job is remembering where you put the tiny pins.
Edit: OP, I found a couple of posts that will be of benefit to you. There is a difference between a short shifter and a short throw shifter, if you want a short shift cut your shaft and reweld it. If you want a short throw weld any type of extension to the underside of the shifter. The longer the extension the shorter the throw. the short throw won't look all that much shorter because you have to put the assembly on risers so you don't hit on the bottom. it's designed shorten the throw, not necessarily the height of the shifter. if you want a short throw/short shift stick, get a cheap ebay one, cut a bit off the top portion then weld it back together. now you have a shorter throw (distance between gears when shifting) and the shift stick now looks shorter.
all i can say is i love mine and most people who have been in my car have made comments about it. best 30 bucks spent IMO.
