Essentially, those cars are all salvage titles and according to the government, they should never be on the road, ever again. So in order to buy them, you have to have a salvage license, not a dealer license. But there are a list of brokers on Copart with the salvage license that are willing to buy the cars then turn around and sell them to you for a fee. The usual fees I'm seeing are a $400 safety deposit that will be returned, and between $200-400 for them to buy the car for you.
However, not all of the cars on Copart are salvaged. A few are for sale by the public. Those cars can be purchased by anybody, without a license. There are currently 2 6gc's on Copart that will be sold without a license. One is a GT hatch in Atlanta, GA with 357k miles. You might be able to get a local junkyard to buy a car from Copart for you if you know the right people.
