Okay, so I go to drive last night... no low beams, everything else works.

today I am changing bulbs and fuses... nothing

get out the test light, no power is getting to the fuse. Pull the relay, It's getting the signal and has power, so I think that is it.

phoned the parts store and they said dealer only part. Oh well, I guess I'll find out on monday.

anyone else run across this?

The relay has 4 prongs on the bottom and has a toyota part number. The fuses used after it are twin 15's. I could not test the ouput of the relay because of how things are laid out.

Gotcha. When you take the relay into Toyota, you might ask whether or not it's your standard 30/40 amp SPDT 4-prong automotive relay. If so, you can get that relay at your local auto parts store for $5 or so, or online for $1 or so, rather than buying the OEM Toyota part, which may be expensive.
