Wait so you're trying to stiffen the rear because it swings out? That means your front end is too soft and the rear is stiffer... Celica's understeer naturally, not oversteer. Adding this bar will add oversteer due to stiffening the rear and usually that's the desired result. If you want the whole car to go in the same line, get urethane front sway bar bushings to counteract the rear swinging. Sounds like your front bushings may be shot at this point.
