if you are just trying to remove the rotor, you just have to take the caliper bracket off with the caliper, that piece you are talking about is part of the caliper itself and not the actual bracket. once the bracket is off, it'll come off with the caliper, then you have access to the rotor. hang the caliper by a wire. Didn't you ask this from me before, i thought i answered pretty well unless i wasn't clear enough. The caliper assembly is made up of the caliper + bracket. it sounds like to me what you are doing is taking the bottom bolt off and you can't get it off cus its on the floating pin. just two bolts you are done on the bracket. worse case im not sure, is you take off the brake pads first, and then the bracket. but in your case, you are in brake pad change mode.

For example in the pic below, you can see the bracket is actually a separate piece from the caliper. bottom caliper bolt bolts onto the bracket, and the top side is the pin. Maybe someone else can explain it better than me. your goal is to get the whole thing off, not necessarily separate the two pieces. After that, you can separate the rotor by those thread holes on opposite ends, if the rotor is stuck you put in the appropriate bolts and tighten them little by little evenly to back it off.
