I was replacing my PCV valve this afternoon, and had a bit of difficulty getting it out...
Now two things: 1) The new one doesn't fit - the hole is much bigger than the valve. I'd assume this is the mysterious grommet? 2) There's a bit of the old whatever stuck in there. I tried to fish it out to no avail. I'm not too concerned, everything I've seen shows only two very small holes that go from there the PCV valve goes to the rest of the valve cover, unless someone here knows the 5SFE in the Celica is different... The grommet on my daughter's car crumbled in pieces when I tried to change it. A shop vac and some long needle nose pliers will be all that you need. The vac will grab the small chunks, and it will pull the larger bits close enough that you can grab them with the pliers. You can get the grommet at Autozone or whatever's closest to you. Hope this helps.
