Hard to describe the sound. Its not squealing belts. It's noticeable with windows up. Almost like a whine but gentle. And it goes away after it reaches higher speed. Any idea what it might be. I have a 1994 GT automatic with 167k.

Its coming from the engine bay. If you say "wahh" like a baby that would be the best verbal description. I tried to test it again tonight and it only does it in drive. I tried to do it in 1st or 2nd gear and it never happens. It immediately goes away when the transmission shifts to second or around 15mph.Also it does it with a gradual acceleration, not a launch takeoff. It is not audible at idle. It's chilly here in germany but not freezing and it was less noticeable over the summer. Also it doesn't happen every time I drive it. My celica runs just fine and I change the oil and filter regularly.
