When i bought the car the wire that is sodered in was broke off. i sodered it back on and at that time it worked. then it came off, and the back fell off and i had a piece of metal that fell out. i just decied to buy another one from a parts car, well it doest work either and it doesnt have the metal piece that mine has... i checked the fuse, i'm not getting any light on the dash at all, ive read it could be the modulator, but first things first i need to figure out where the mtal piece goes and which way it should be facing.

Did the back of your switch fall out, by any chance? I've seen several '98-99 cruise stalks that fall apart and lose the inside of the switch.
