The owner's manual says they should come on when the tail lights are turned on (guess they mean parking lights biggrin.gif ), but will only come on with the low beam headlights on as well. They go back off when the high beams are switched on. Is this normal for a U.S. Celica?

Every Toyota I've seen is like that. I've driven a few other vehicles that could have fog lights without the headlights but not a Toyota.
