The owner's manual says they should come on when the tail lights are turned on (guess they mean parking lights
 ), but will only come on with the low beam headlights on as well. They go back off when the high beams are switched on. Is this normal for a U.S. Celica?

Just giving a complete picture of the situation.
 The bright lights on this car light up the night more than any other car I've driven.
