The owner's manual says they should come on when the tail lights are turned on (guess they mean parking lights biggrin.gif ), but will only come on with the low beam headlights on as well. They go back off when the high beams are switched on. Is this normal for a U.S. Celica?

Jurisdictions which required daytime running lights -- which didn't include the US at the time -- used the fog lights. These cars, which included those in Canada, turn the parking and fog lights on with the engine; activating the headlights turn the fogs off unless you had the fog light switch depressed.
