The owner's manual says they should come on when the tail lights are turned on (guess they mean parking lights ), but will only come on with the low beam headlights on as well. They go back off when the high beams are switched on. Is this normal for a U.S. Celica?

It may sound dumb, but in fog, your vision is hindered even more when the high beams are engaged. That's why the "fog" lights are at the lowest part of the bumper on most cars cause lighting up the road at the lowest point helps you the best with your vision, in fog. That's why they disengage the fogs when the high beams are turned on. Toyota has ALWAYS set the fogs to turn on ONLY when the high beams are engaged. I don't know why, but that's their protocol.
