Looking for an OBD2 compatible convertible, preferably with power windows and ABS. Needs to be within 200 miles of Atlanta though (unless real cheap and worth the shipping cost, which is doubtful)

Only because I have an offer in the close area ... I want opinions.
$3800, 97 GT Convert "LE" Top doesn't open (claim it is motor, also claim it seals), all 4 windows operate well enough NO ABS (that hurts me) Paint has flaws, like minor/scratch/tiny_dents paint/pen marker fill ins into scratches, among 1/3 of panels Came up and battery was dead, all 4 brake routers rusted over, guy opening the car didn't even know to turn the key "away from front and wait a sec" Some car group bought it at auction Car has been on CraigsList 2+ months (most with bad phone number) new phone number listed on jan 2nd Serp belt torn and flapping Driver seat "left chest" tan leather bucket flap not just torn, but missing foam. Upgraded head unit missing faceplate I havn't taken it for a drive as I can't do the "manual up a hill at a stop sign" driving thing (grew up Auto but I can manual it enough, for now) What I am asking is ... ya'll barely know me, but I have been in a 95 GT Hatchback for a while though I have to give it up (now). Tell me this car/offer is a waste of time or it is a steal? About me, I can give some time to things that take "8ish hours", but I do not have the time to do the deep down (multi day) major things anymore.
