Anyone done this before, I need help, been a few days, been in traffic and on freeway. Last step before getting smog.

You can google "toyota catalyst monitor" and find the exact steps required to complete the monitor.

Don't know about your state, but in NY for vehicles older than 2002 (or something like that), you are allowed to have 1 monitor not complete and still pass the state inspection - as long as the monitor does not fail and there are no CEL, and all other monitors complete. May be worth checking with your state.

In CA, your evap can be incomplete, but your catalyst has to be complete.

That sucks. Did you have the same thing with the "old" ECU that was giving you the EGR issue? If you follow the steps to have the cat monitor complete and it's still incomplete, your CAT and/or O2 sensor are on the chopping block. If you have an OBD2 reader that can graph, or at least show data, there are a number of videos on YouTube on how to diagnose your CAT/O2 sensor using OBD2 data.

Alternatively, look into spark plug anti-foulers. Works on some cars - I fixed a cat efficiency below threshold CEL with it on a Mazda once. There are other o2/cat defeat devices as well if you search around for info from folks who install aftermarket exhaust systems.
