Are these FIBERGLASS hoods or CF?? I can't tell from the picture that well.

These hoods are like 95% of all hoods on the market. It is fiberglass with carbon fiber used on top (vanity reasons). I could have said pure c/f and you wouldn't have known the difference

yes the top layer of carbon fiber can be painted over.
