what do strut bars do?

Do they prevent the top of each strut from spreading apart or compressing together under hard cornering?

you have it right. Its just making a solid connection so that they dont "flex" There not going to help a ton, and might not even notice it. But if you are building up a suspension Its def somthing your going to want.
