that kinda looks like tar or rubber, at the dealership i know they use a light acid spray then whipe it off quick before it does damage.

you can try Gunk or Simple Green. both can be found in your local pep boys or something like that. need a brush also.

my rims looked like that. I tried a scrub pad and got some black stuff off and some of the paint too frown.gif Best advice for you is to scrub, sand, then paint.
