Well, the laws are different for each county. So checkthemout. If it doesn't say that modified exhaust is illigal then go to court and give the paper that you got with your exhaust that says that your exhaust is 50 state legal.

31-b. No person shall, in the state, sell install or use a motorcycle exhaust device that is intentionally designed to allow for the internal baffling to be fully or partially removed or interchangeable. This subdivision shall not apply to a motorcycle manufactured or assembled prior to nineteen hundred seventy-nine or a motorcycle registered as a limited use vehicle or an all terrain vehicle pursuant to article forty-eight-A or forty-eight-B of this chapter.

You can modify exhaust but as long as its in the limit of loudness. That is the whole thing. In the rules it says that exhaust should not be loud but LOUD doesn't describe what is loud or not. So when you come to court you can show them that ur exhaust is 50 state legal and is its DB's are lower than max.
