 Electrical problems, is it my engine harness going bad |

I have a 95 5SFE and my car started power off and on on the road when I apply the brakes. My cd player powers off too. If I roll up my windows my car power off and on. I went to the dealer ship about two months ago to repair my water pump and they mention that I need a new engine harness. So I was just trying to determine if that is the problem. Thanks.
