do these studs come out of the block?

if not why are they turning?

Yeah the two top and middle most studs spin when I try to take the nut off. I was able to use vice grips to get one of the nuts a little loose but the threads got messed up so I stopped.

Just remove the entire stud. You can then take them to a vice a carefully remove the nut. Then thread the stud back into the block after a quick cleaning. Make sure you thread the proper side to the block.
