These are Weds Sport Rims. The model is SA90.

17" x 7"
+45 offset

Will this offset flush with the body, stick in, or stick out?

It would stick inwards, more then with stock rims. You need 35+ offset or less with 8" to look flush. 7"you will have to use spacers since most offsets dont go below 30+

So less offset, more it sticks out?

Yup

Its the distance between the centre of the rim and the surface.
Look at the next picture and you will understand

...with a Rims 17x8" the perfect offset it's Et35, for having the front wheel to on line with the body of the car...
the rear wheels remains always little inside, also with the Et35!.... i can be resolved this aesthetic problem using a little Spacer (maybe 8-10mm).....

in this Picture my Friend "SIRIUS" has mounted this Rims in its CELICA....this Rims (17x7,5) have Et 35.... and in the Rear Wheels has mounted a Big Spacers! (20 mm!)....

....the look of the posterior wheels it is Wonderful! ......
