Help with tail lights, Unusual lighting problem Options

Ok, well this is unusual to me, im sure its happened before....

I have JDM Tails, and when i have my lights on, only the passenger side light lights up....The one thats suppose to stay on all the time. So i figure since the other one doesnt light up the bulb is out, but when i press the brake down, both light up on both sides of the car like normal. Its just when im not pressing the brake that the outside light doesnt stay on. Heres some pics, sorry about the bad quality, took em with the cell phone.

Any idea on what could cause this and how to fix it?

i would think that the driver side tail light bulb is out. not the brake light but the tail light.

yea, man do i feel dumb/unlucky. I assumed these bulbs were the 2 filament type, but i wasnt sure since they are the jdm tails, so when i swapped another bulb in there, it still didnt work. Turned out the bulb i put in there had the same filament out some how....so i got it resolved.

Yes JDM tails light up two squares right beside each other. These two lights should light up already, and when you brake, both get brighter.

Brake and Parking lights should not light up the same time, its impossible.
