for the intelligent answer:

yes you need one, wastegates have NOTHING to do with the need for a BOV/DV/BPV (watever you may call it). wastegates control when and how much boost you make and deals with EXHAUST gases

BOV/DV/BPV deal with INTAKE air...
when you get on the gas in a turbo car it pushes air into the system when you shut the throttle all of a sudden the air has nowhere to go and can potentially surge back and damage the turbo and/or your throttle body the BOV/DV/BPV releases the pressure on the intake pipes and reroutes it around and back into the pre-turbo intake track...thus eliminating the potential hazard of compressor surge/turbo damage/throttle body damage

Lol... then why did Toyota leave one off the ST165 and ST185? It is much better to have a BOV/BPV, but its not completely necessary for low enough boost. That said, its cheap and good insurance to keep the turbo happy.

they dont have one, because there is such a low volume of air in that top mount IC that it really isint enough to cause compressor surge. with a fmic, you have a lot more air in the pipes and they are more likely to cause a problem.
