it was the all the information that was on the tape recording that he gave her later on. It used as a back up in case he died. The wanted to get the tape tho, becuase it was more concrete evidence for her sake.

Everyone in that movie were freakin marksmen i swear. Every shot was a head shot. haha

Excellent movie. My only complaint was the last 3 minutes. There were at least 6-7 other ways to end that movie which would have been SOOOOOOOO much better.
The envelope had his identity information in it because he suspected Matt Damon's character would try to delete it so noone would know that he was still a cop. I would have ended the movie by no-one believing Conigan once he brought Damon's character in for arrest. As a result, Conigan goes to jail and then the woman opens the envelope and gives Walburg's character the evidence so that he could bring down Damon's character. Damon's character would then later be killed in prison by a mob affiliate. Well, scorsese wanted to be true to the Chinese version call "internal Affaris" and for the most part it was. But this version was a bit more clearer to explain some parts. In the chinese movie the girlfreind and psychiatrist were two different people. It also ended different, where the Matt Dameon character gets away with everything after the elevator. The movie ends showing the psych holding the envelope Leo character gave her, they never say whats in it or what she does with it. In the american version must have had the evidence that the guy was a mob informant and that to give that info to Mark Wallburg. And Wallburg, being the guy he is, didnt care about going through the law and just wanted revenge for killing his guy.
