K so whats the deal? these are rear struts the PAIR and its only 60$? whats up?

I would think its 55-60 a pc. order the first one and complain that they had wrong advertisement if they ship you only one strut hahaha

one is the inserts the other seems to be the whole strut

It is a pair, but those are probably not the correct, application specific parts for your car. The notes say 'universal' and model years 82-86. Universal usually means 'it wasn't designed to fit your car'. The ones you would want would be the first two that come up when you put 1994 Toyota Celica in. They are 147 and 126 per pair, which seems a little high for kyb.
