 break pedal locking up, weirdest thing |

I am unsure of it being an engine issue or more mechanical with the throttle cable? any ideas? It just LOCKS UP. at stop lights, and only when its all the way up never when its pressed THANK GOD! I tried putting it into Neutral and reving it and the petal was still stuck, and when i really floor it it moves but then its fine for a while. VERY RANDOM eh?
