Wastegate is there to limit boost pressure in a turbocharged system.
It is on the exhaust side.
When it opens, it allows exhaust gas to bypass the turbine.
Less exhaust flow through the turbine = turbine spins slower = compressor spins slower= less boost pressure.
Wastegate is necessary for every turbocharged application.
Without it, you will boost through the roof.

BOV is there to release the pressure from the intake system.
It only opens when you close the throttle.
Between shifts, the throttle plate suddenly shut, but the compressor blade still spin at very high speed.
Without a BOV, all the compressed air has no where to go and will cause violent surge back through the compressor.
This will shorten the life of the turbocharger.
BOV is not necessary, but it is nice to have (to prolong life of the turbocharger)
