What kind of boost controller?
Ball & Spring?
The one on the bottom (ball side) must be connected to the compressor housing of the turbo.
The one on the side (of the spring) must be connected to the wastegate actuator.
If you have 2 port actuator (like CT26), you will need to cap the other port.

What turbocharger is this? CT26?
Did you cap the other port on the actuator?
Which port on the manifold did you connect the hose to?

Look like your wastegate is seizing.
Try moving the rod back and forth abd see if it's stuck.
Better yet, if you have an air compressor (or a bike pump), hook that up to the actuator and see if the rod moves when you applying pressure to it (say 10 psi)

It could be a 15psi wastegate actuator or something... make sure the wastegate moves freely, and try the bike pump idea if you can. If you tee a boost gauge in there temporarily, you can even tell about when it is supposed to open.

you should have a line going from your turbo to your WG actuator. then your boost would depend on your wg spring
