Rolling shots can be taken at very low speeds.

Gotta have MAD photoshop skills to make his wheels spin that good
 He used a camera mount, than hung off from the window/roof/panel of the car, with a timer and slow shutter speed. Since the camera is stationary with the car, the car will be still, and everything else that moves will blur.

i looked at the reflection on the car and it all seem to match up with the scene (no evidence of a another person/ camera mount or vehicle) even the reflection in the water, only thing gave it away was the hard line at the end of the water up at the front wheel.....but overall its a dam good shot and mad PS skills. i think he had some motion shots before on a highway but the distance it is from the car suggest that it was taken from another car ...
