I'm looking to replace the spark plug wires as well as my distributor and rotor. I'm going with Toyota for the last two, but was thinking NGK or somewhere along those lines for the wires. Are they any good or is there a better set I can get?

OEM wires will fit better, last longer, and perform just as well if not better than 99.9% of the aftermarket wires you can get for the celica

the oem wires have no problem carrying the voltage of the stock ignition system. unless you're running an aftermarket high power ignition system, the oe wires are more than enough.

NGK, OEM, even TRD (rare) wires are good quality.
