7k is close enough to swap your own 3s and mt conversion.

With $7,000, you can buy a very nice Alltrac in great condition. $7,000 is also more than enough to swap a 3sgte with manual transmission into your 6th gen, as Joe has mentioned above. If you're really good, $7,000 could even be enough to buy another 6gc, and swap a 2nd gen 3sgte into it. There are plenty of cars out there as other options which are turbo. A simple 240sx sr20 swap will run you under $7,000. An early model Subaru like a GC8 should be close to $7,000. There's the Turbo MA70/71. All those cars have more than 2 seats and are turbo. I'm not sure what you're other requirements are or if you wish to stick with the 6gc format at all or not.

yeah i wondered about that alltrac isnt it really, really, hard to get it over here to the united states? that would have been my first choice but i heard you had to 1.buy it 2.pay shipping and import fees 3.take a vin number off another celica and use it for that car, is this all true? Ha! the 240 would be a good idea but my lil bro already has one and is trying to save money for the swap. A supra would be really cool but are they cable clutch? because i know they are pretty old and i friggin hate cable clutch... i know i know im a noob but its true i hate it lol. As for the swap i dont wanna do it because of the downtime and this is my only car so if i could id like to keep it as a DD but id also be willing to sell it too if it came down to it if i could score a 91 mr2 turbo and keep my car that would work but if not well yeah id need thoes extra seats

alltracs are legal in the states. They actually are not that rare to find.
