I'm thinking about upgrading the turbo. I have a 95 3sgte motor with the ct20. Any suggestions? I'm looking at the garrett gt28 or maybe the stage 1 or 2 ct20. All my internals are stock for now. I figure if I upgraded the turbo I'd keep the boost low until other mods where made.

dont bother with ct-series based upgrades.
unless they are machining the exhaust housing, like ATS does with the ct-27, compressor side upgrades are pretty much usless, youll loose alot of spool, and not gain much HP.
what are your goals for the car?

GT28RS. Look into the Speed-Source.net upgrade kit, it's good quality and you can probably still use the W2A IC if you still have it.

jgreening had the prototype for the gt-28rs kit by speedsource.
it is IMO by FAR, the best '28 kit on the market.
IIRC j made ~270-80whp @~17 or somthing PSI.

It's the kit I would get if I was going to get a bigger turbo.

I too am, in this proyect , I would replace my CT20b for a GT28R, the question is also a need to exhaust manifold? or just a matter of replacing turbo

and saw this site,

http://www.turbokits.com/mr2_turbo_kits.html

and in no need of upgrades, exhaust manifold , who think?
