i think the only way is to get colored mirror cut out. which i am going to imagine is very expensive

Best bet might be to try and find another toyota or lexus mirror that is just a bit bigger, tinted, has the heater element and has the same fixing, and get that cut - hopefully without cutting through the heater element. was also gonna suggest getting another mirror too
 i might go source out a gen.5 mirror and play with it and if it comes out good in blue then i'll just ship it to you mike
