In the October issue of Sport Compact Car, they had an article about all the legal stuff from state to state and for VA it says that it is required and it must be clearly visible. I know in Texas, people get away with having them in their windshields instead, but I don't know if that would work for you. Just go to your local police station and ask them.

I live in Woodbridge and I come through Annandale all the time I know that its illegal for us and cops would give tickets as fast as they can write them. I would see if u could get it relocated to the inside the the bumper gap, I think that would be good.
