I'm working on some digital gauges for my car pc, but all software is for OBD-II. Would upgrading my 94 to OBD-II be as easy as a new ecu and repinning the plugs, or would it include more difficult things like adding extra sensors, replacing sensors with OBD-II compliants ones, new body harness (worst case scenario), etc?

you need more than just a new body harness...example a crank sensor, cam sensor, ect... -------------------- |

just go megasquirt. you can then have more gauges than you would ever need.
