When you replaced your IACV did you get a new one or used one ?? Did you remember to get new TB gasket and IACV gasket ?? Make sure to adjust your TPS to oem spec and does your car throw any cel codes ?? Make sure your throttle cable is not on too tight. Some pics of your engine would help too just in case you have some lines hooked up wrong.

^^^ Did you check any of this ?? Your gonna have to jump the terminals to find out what your CEL is for, a bad tps can cause high idle too.

Get a timing light and check your timing at idle, too advanced and it will idle high.

throttle cable is just fine. i took off the IACV and cleaned it, put some form a gasket on it with the actual gasket. checked all my vac lines for leaks and they were good. i have the distributer where my manual says to put it. and for the TPS, im not sure of where it should be, but i did move it as far as it could to the driver side (clip pointing down ) and my idles fine. i reset the ecu and check engine went away and hasnt come back on since.

So it was the tps sensor your idles fine now ??
