Ok so i have a 1994 celica ST with 165k miles. I know the engine puts out roughly 110 HP and I'd like to increase it to 150ish without having to supercharge or turbo it, most of the turbo celicas around here sound and look very bad and beat up, and honestly i don't want to spend the money. So what are my options to increase horsepower?

Lightweight flywheel, reinforced inner parts of the engine(rods, pistons), and new cams(sharper timing) and so on. Check this guy:

I don't know the specific options for the ST, but you'll probably spend about as much as you would for a turbo-setup to get that kind of power without a turbo. I'm guessing things like forged pistons and rods, machining the crank, regrinding cams, light flywheel, port and polish head and intake, full exhaust, custom intake, probably a valve job on the head, maybe a shaved head or thinner head gasket to increase compression. Probably lose options like AC and power steering, rebuild the power steering rack without the seals so it's a manual rack, etc. Then to help get the power you want you'd want some lightweight wheels, probably custom axles, good tires, etc.

There are some good custom turbo setups here, it's all about your own quality of work if you do it yourself, and your patience to do things right instead of just rigging things together.

hmm 150 does seem like alot from a 7A-FE, most 4A-GE's make that much but the 7A's head design is far to restrictive to achieve that with simple bolt on's if your planning to keep it NA. a turbo or super charger setup is the only way I can see that possible

Ok so what really is the limit on a 7afe without forced induction? I was thinking of maybe trying for 120-130HP, any thoughts?

sorry man i don't think its worth it
i know with the 5sfe a guy had header, exhaust, intake, cams, high octane fuel and only dynoed at 124 whp
another guy with the 5s had header, exhaust, intake, advanced timing, professional tune, and high octane fuel and only dynoed at 120 whp

its forced induction or nothing in my opinion

Spart94, by the time youd get your st up to a decent level (decent for an ST...or GT for that matter), the money you dropped into the project could of been money going into a swap, or a custom FI setup. If your wanting to build an NA beast (again, by ST and GT standards) then go for it, but I think that your going to be somewhat disappointed with the results. Im with you as far as the build goes, Id love to raise the output of this thing, but your only going to get so much out of it. I love the celica and wouldnt trade it for anything, its a great daily driver. Thats why im saving my cash for a MR-2 or SC300....again, love the celi but making it RWD and fast is going to cost more than buying something thats already put together that way. But again, you really want to pump out all the power out of that NA, go for it.
