Question on cooling fan Options

I bought a celica a few months ago and it was hit on the right front. No big deal but I have a few questions since this is my first celica.

1. Is it normal for the rediator cooling fan to come on if you turn the ignition to the on posision without starting the car.

2. The internal fan is not working and so is the AC. I checked all the fuses they are all fine. Can the climate control unit be bad?

3. The aibags in this car deployed so I have new ones and I have allready installed them but I did not hook them up. Do I need to replace any sensors or reset someting?
