so someone hit the celica today and ripped the front bumper off and i was wondering if there is any modification needed to put the 96+ front bumper on a 95. need to know

Nope. You might need to get new turns as some bumper covers may not come with them.

bumper covers mean the actual bumper, thats the dealer terminology. Since you are getting a facelift bumper, you will need new parking/turn signal lights. everything else bolts on exactly how the 95 did. I used to have a 94 and now i have the facelift bumper.

I always thought that bumper cover was the plastic part that was on outside, and the bumper its self was the metal bar behind the cover. Anyhow...do it, you wont be disappointed. If your looking for fogs, jhot (on ebay) is selling a set for 49.99 (which is 20 less than I paid)...so id grab that deal.

they are the same as USDM fenders just that the side markers are in different locations. Even if you got JDM fenders you would still have to paint it. It would save you to shave off the usdm original side marker location and relocate the side marker to the jdm location like me.
