Brake Light in cluster, Illuminates under heavy braking |

Okay, so the "BRAKE" indicator light in the instrument cluster every so often will light up under heavy braking. It is normal with the e-brake and is never on under normal driving conditions, but the other day I was forced to slam the brakes due to some idiot drivers ahead of me, and the light flashed... I've noticed it doing this for several months now.
The manual says that it's either low fluid or ebrake switch... It's not the ebrake, so it could only mean low fluid... However, wouldn't that be lit other than for a split second or two during heavy braking? I have ABS if that changes anything.
