what is the difference between the two? is there any extra hardware required for the sleeves?

A sleeve you will need to specify the spring rate and consequently you will need a shock that will be able to work with that spring rate.
otherwise your handling/ride will suck.

buying a full coilover you are more likely (99% more) to have a better matched setup that will function better on your car.

yes, coilover sleeves are adjustable ride height and higher spring rates.
Springs are one fixed height and better suited for those who don't know how to setup a strut accordingly.

basically....if you are asking these kinds of questions you have 2 options

a) lowering springs + kyb gr2/bilstein struts

or

b) full coilovers (TEIN SS for example)

So With coilover sleeves, you need to find a strut that will work the best with the spring rate of the coilover sleeve, where as with full coilovers, you are privided with the correct strut that works with the spring rate?

with full coilovers you can change how harsh the ride is

with sleeves you cannot but you can use stock struts

You should honestly just save until you can afford coilovers. Buying once what you actually want, is wiser than having to buy and do twice.

springs are like 10-20% of the price of coilovers.
Don't forget you would also want to replace: ball joints and sway bar endlinks (at a minimum) when you replace your suspensio.
