they dont seem to be in super terrible condition.

Definitely go for it.
Did the guy make a mistake by typing 18.9 pounds? I thought they were more towards 10 pounds. 18.9 pounds is not light for a wheel, as far as I know. My tC wheels weigh somewhere around 22 and they're HEAVY. Definitely pick them up.
