 noob question about paint |

I'm a noob painter, but I used rustoleum semi-gloss black paint 2coats then wet sanded with 1k grit then with 2k grit then I put 1 coat of duplicolor clear wet sanded with 1k grit and 2k grit to follow again. I used 3m rubbing compound and its still not shiny.

Sounds like you did the rest more or less right, except I would have gone with 3 coats of paint, wet sand with 2,000 grit, then sprayed 2 coats of clear.
