I'm a noob painter, but I used rustoleum semi-gloss black paint 2coats then wet sanded with 1k grit then with 2k grit then I put 1 coat of duplicolor clear wet sanded with 1k grit and 2k grit to follow again. I used 3m rubbing compound and its still not shiny.
Any thoughts or suggestions

There's your problem. Semi gloss is not gloss. Sounds like you did the rest more or less right, except I would have gone with 3 coats of paint, wet sand with 2,000 grit, then sprayed 2 coats of clear.
